Williams has made it clear that the delayed build of its 2019 Formula 1 car was not caused by external suppliers being late or a lack of budget

Instead of the usual reverse-grid finale, the third race at Snetterton was extended from 12 laps to 20, with double championship points on offer and no success ballast.
